The purpose of Title I, Part A is to ensure that all children have a fair, equal, and significant opportunity to obtain a high quality education and reach, at minimum, proficiency in challenging state academic achievement standards and state academic assessments.

All of Birmingham City Schools operate as a school-wide Title I program.  A school-wide program is a comprehensive reform strategy designed to upgrade the entire educational program in a Title I school; its primary goal is to ensure that all students, particularly those who are low-achieving, demonstrate proficient and advanced levels of achievement on State academic achievement standards. This school-wide reform should result in an ongoing, comprehensive plan for school improvement that is owned by the entire school community and tailored to its unique needs.

The purpose of Title II of the Every Student Succeeds Act (ESSA) is to:

1. Increase student achievement is consistent with the challenging state academic standards.

2. Improve the quality and effectiveness of teachers, principals, and other school leaders.

3. Increase the number of teachers, principals, and other school leaders who are effective in improving student academic achievement in schools.

4. Provide low-income and minority students greater access to effective teachers, principals, and other school leaders.

Title III, Part A is to ensure that limited English proficient students, including immigrant children and youth, develop English proficiency and achieve academic success. Title III funds are supplemental to the EL core program and are used for professional development, materials/supplies, parenting, and extended year programs.

ESSA established Title IV, Part A, Students Support and Academic Enrichment (Title IV) program as one of the provisions to support student’s successes. This program is intended to help meet these goals by increasing the capacity of state educational agencies, local educational agencies, schools, and local communities.

1. Provide all students with access to a well-rounded education.

2. Improve school conditions for student learning.

3. Improve the use of technology in order to improve the academic achievement and digital literacy of all students. (ESSA section 4101)  

The purpose of Title IX is to ensure that all children and youth living in homeless situations have equal access to the same free and appropriate public education provided to other children and youth. The Birmingham City Schools System has developed policies to remove any barriers that would hinder their academic success and provide them with the same educational services and opportunities to meet the same challenging state student performance standards to which all students are held.
